Strategic discussion — The permit to purchase requirement does not replace the background check that is still required for purchase or transfer of a firearm. It gives state government the ability to approve whether a person can exercise their constitutional right to bear arms. It’s extra bureaucracy layered on gun owners. The best chance to beat E2SHB is to register enough opposition that will slow its advance and hopefully stop it before being allowed to the Senate floor for a vote due to heavy resistance registered.

Bill Description — Increases places where a firearm cannot be carried, much justified on the presumption of children being president, including playgrounds, swim beaches, water play areas, performing arts centers and other recreational facilities. Also included are public buildings whether state or local, county fairgrounds and fairs. Does not apply to concealed carry permit holders. Cities, towns and counties may add other facilities.

Strategic discussion — In order to kill this bill, it needs enough opposition registered to ward off a House floor vote. The committee hearing E2SSB 5098 is so stacked with Democrats (7-3) it will certainly advance the bill. But enough pressure against the bill can spook those who must cast a floor vote, ideally not allowing it to not come to the floor. The notion of “firearms free” locations sounds so rosy and safe at first blush. But unprotected victims are guaranteed by eliminating legally armed individuals.
